How to change hotkey bars? diablo 3

and im not talkning about electiv mode, i mean switching a full set of bars in just 1 sec

i saw it in a youtube vid. if you check what i mean you will understand

this is a video from your youtube fast forward to 10:40 and watch the hotkeybar until 10:50 and you will know what i mean
